Diverse scientific evidence indicates that man's industrial activity during the course of the last two centuries has altered the climate of the planet in considerable magnitudes. An important fraction of the global political system has understood the gravity of the problem and, after having prolonged negotiations, agreements have been regulated which establishes measures for the mitigation of the phenomenon. A fundamental step toward the solution of the problem has been the ratification of the Kioto Protocol, in 2005. The regulation defined in the Kioto Protocol (KP), with regard to the options for mitigation of global warming, which has been based on two fundamental points; on the one hand, the establishing of strategies to guarantee the commitment of the industrialized countries in reducing their levels of IEG emissions, on the other hand, the necessity that developing participate in the problem’s solution so they can reach a sustainable development, by means of the establishing mitigation projects under the Clean Development Mechanism (CDM).


The Clean Development Mechanism (CDM) option has deeply interested C&B, because the elaboration of projects for the establishing of forestation and reforestation activities in developing, constitute an excellent alternative so that the ecosystems contribute to development as an alternative even sustainable development for developing. The induction of woody vegetation in degraded areas offers the opportunity to store considerable quantities of atmospheric carbon in its fabrics, which contribute to the mitigation of global warming and the recovery of local ecosystems. Under the KP, this activity allows to obtain economic benefits for the service of capturing carbon, by means of selling Credits for Reduced Emissions.

A proposal establishment for forest activity under the (CDM) requires a specific analysis that differs thoroughly from any other type of conventional project. Inside the established regulation, it is important to understand the exact sense of definitions, modalities and procedures.
